...and then the...what thu..talkin to myself i see, ANYONE changed out the front "Grill" on the '94...it seems like those plastic thingys will cause problems if removed and metal put in
anna real dumb question...(not like the first ;p)...if your cat is old and rattly, and the car still passes emission test, can you empty it and still pass? I would think no but ...hmm.

No. It won't pass. The presence and operation of the cat is one of the primary reasons the emissions test is performed.
