car not balance

hi i'm new around here ..... i just purchase 2nd gen yr 95 and i found that my right hand side are lower 1.5cm than the left side...and when i jack the car up i can see the lower bar is rubbing the body...What are the course of action that i can take? One of the mech. told me it is due to my spring.....just want to check with you all before i change the spring....thanks
