Cooling fan

I've noticed that when i'm in traffic and the cooling fan comes on it only stays on for like 20 seconds than shuts off. Than a minute later it comes on again for 20 seconds and goes off for another minute etcetc..

Just wondering if its normal on my 2003 P5

Its been very cold here, but other cars i've had the fan seems to stay on much longer and with longer pause inbetween cycles.

The cooling fan will come on in my MP3 at 207 F and go off when the temp drops below 200 F.
