This VICS thing is confusing me, so I did a search on the net. That proved to be inconclusive. Some say VICS is "Variable Intake Control System," while other say "Variable Inertia Charging System."

Regardless of what system it disables it is very unlikely to to make 10 more hp on top end. Also running the wire to ground through a 20A fuse doesn't make any sense at all, think about it.
You want a cheap performance increase, and don't care about a CEL, remove the the EGR line and plug both ends. The EGR spindle stays open way too much for that ULEV crap. The fault will be at the second O2 sensor, and with cats still installed, the exhaust will smell like farts. Also the cats will begin clogging right away, but the charge will be richer in oxygen and cooler which = power. I don't recommend it though, I'm just being a smart *** cuz its a **** *** rainy day here.
