how difficult is it to install the Haltech CPU?

how difficult is it to install the Haltech ECU?

Would I have to pull the dash to remove and run the new wires/harness?

I am asking because my brother's GSR got broken in and they stole his ECU and VAFC. They left him with a bunch of hangging wire and no harness because instead of disconnecting the harness they decided to cut the wires. Of course it was someone thet knew he had an aftermarket Skunk 2 ECU and VAFC. Thieves suck! The insurance paid, minus $500 deductible. The total cost including parts and labor was over $3000!! He was lucky he had insurance! He asked why it was so expensive and they told him that they had to pull the whole dash to replace the harness!! That alone was like $800 in labor alone!
