Q: A/C Clutch

Q: A/C Clutch
I'm posting this question in this section because the crowd here seems more knowledgeable on the inner workings of our cars.
I'm in the East Coast and it's humid and hot now. Recently, I noticed that I get cold air when I turn the vent control to the foot only position even if the A/C switch isn't ON. If the vent control is moved to all other positions, the cold air ceases.
Is this normal? Is the compressed cooling gas situated somewhere near the foot vents or is my A/C clutch wacked? Just wondering if anyone else has experienced this.
If I wanted to check if my A/C clutch is okay, how would I do this? I think I know where the compressor is, but can we visually check the clutch engaging?

Thank you for that info theMan.
I see the logic behind A/C being coupled with DEFOG, but why with the FLOOR?
It's corporate wiring, like when the foglights shut off when you switch on high beams.
