Question timing kit for P5?

I've been looking around on ebay and there is someone offering a timing kit that they claim can be installed in less than 10 minutes with no tools, knowledge etc. Anyone know anything about this? Is it a scam?
Claims a HP increase of up to 20.

that HP claim is bullshit. All it looks like this kit does is advance the timing a little and run a more rich fuel map, that's it.
