Question Flimsy part under the dash?

I just notice that on the front passenger side, there is a vinyl part right next to the passenger's left foot. It is not tightly mounted. I can push it and it will tilt (a lot) but it never comes off. Is that normal? Or did the dealer forgot to mount it properly after they worked on my car? Thanks.

Unhappy Still kinda lose...

Hmm... the kick panel is indeed attached to the metal plate by the plastic stud. I think it is the metal plate itself that is flapping around... The driver side has a similar kick panel and it is pretty tight and does not move when I push it. So my question is, after the passenger side kick panel is attached to the metal plate correctly, can it still be moved quite a bit when you push or pull it?
