I'm pretty sure it's firmware. I've never seen EEC-IV or EEC-V code available on the net in any kind of downloadable format.
I thought I mentioned it before but about an hour north of me is a guy who is a big time Ford ECU tuner. He also writes ford code for "superchips". He's done a LOT of Ford focus chipping and he's expressed interest in using my ecu to write flashable maps for the protege. I was all for it when I was planning on keeping the car but now I'm not sure if I want to invest the time or money in the protege.
I'm sure there would be a huge demand for a plug and play chip as well as a handheld flasher but the problem is that protege owners do NOT want to spend money for performance. They want a $50 ebay intake to make 100whp and it won't be cost effective for my guy to spend weeks of tuning on the dyno to develop a $400 handheld flasher when people won't spend $375 for an oil pan that will keep their engine from dry-locking in a turn.
I'd expect a chip to run about $300 and make about 10-15whp. And a handheld flasher to make about the same but cost about $400. I dunno. I may do a GI thread on msprotege but there'd have to be a 50+ car interest for me to persue it any further.
