It actually just snaps off. I used a screwdriver, wrapped in a soft cloth, to gently pry the panel apart. Then, I simply slid the screw driver along and it unsnapped the panel. If I remember correctly, there are 4 or 5 clips that hold it in. The re-wire is fairly easy. It took me all of 10 minutes.

proman-
I just did the re-wireing. I followed the instructions from the link that was posted (thanks DJScribble!) and it took about 10 minutes. It has been snowing here too this month, but it has melted from last night.

Thru further research at TheMAN's advice, I was able to answer my question...damn I hate it when he's right! j/k, good job, I'll try this out.
TheMAN's advice below:
************************************************** **
Rip off the big plastic panel immediately below the steering wheel column. Locate the fog light relay and cut the red wire. Strip and splice a 6" 15-18 AWG wire to that red wire coming from the relay. Tape off the end of the red wire you just cut loose coming from the harness (you won't be needing that again). Locate the big black terminal block that is attached near where the plastic panel you removed was. It should be at the lower left. Find the light green with black stripe wire. Connect a test light or volt meter to (to the terminal but *not* disconnecting the wires/terminal) test if it is the correct wire by cycling the parking lights off and off. If the test light lights up when you flip on the parking lights, you found the correct wire. Once you have verified that it is the correct wire, cut and strip the wire at both ends of the cut point. Splice these now 3 wires together with the one coming fromt he fog light relay. Test to see if it works. Once it does, secure the connections (soldering and using plastic heat shrink is highly recommended!) and you're done!
Splicing to this particular wire ensures proper operation of all systems.
