P5 Power Steering Pump Noise

I've been off the board for a long while! Search revealed nothing. Anyway here goes. The wife's Protege 5 just turned 125K miles! A few months ago I had the timing belt, water pump, and all the accessory belts changed. A few days ago it started making an occasional squeeling noise. Checked the belt tension and they're all good. I suspect the power steering pump. When the car's sitting still, If the wheels turned the engine speed increases 500 rpm from idle. Can anyone tell me if this is normal? I can't remember it doing that. I may change the fluid and see what happens. I was quoted $400.00 for a new pump!! With me installing it!!
