So i have been in the search of a Mazda 3. I found one. 2004 Mazda 3 with 93k miles on it. Guy was asking 4500 got him down to 4000. Here is the CON. It has an R-title. Let me know what you think....should i try to go lower? Good deal?

first model year had more issues than later ones... How was it designated an R title to begin with? flood, accident - if you see evidence of a repair and it was done right, i'd think you have a good deal. Then again you should also be a do it your self-er if you're buying a questionable vehicle.
You could also have a shop look at it and see if they see anything wrong with it.

I am most certainly a do-it-yourselfer, Very new to Mazdas never owned one before. So I got more to the story, it was involved in a motor vehicle accident front end collision. where the drivers air bag was set off, It would need replaced at some point. I am thinking i still will consider it, if the guy will go lower more on the 2500-3000 side.

front end collision, so make sure it's aligned, look at the engine cradle and suspension, make sure everything is straight. Also the front frame siderails - as long as everything looks straight it's probably been replaced or wasn't damaged that bad to begin with. Pics of the accident may help figure out what was done, though you probably can't get that much info.
I'd say it's a good deal. If it's running you can at least use it for parts - which is worth a bit of $$$
Good luck, and let us know what you decide.
