The heater element or the connections to it are likely broken and they are very expensive to replace so it may be case of gritting your teeth and bearing the cold or spending hundreds of dollars to get it fixed, eating lots of beans (the flatulence will keep the bum warm) or moving to warmer climes. Never felt the need for heated seats here in Perth Western Australia.

Note you can save $$ by using a universal heating element like this: https://www.ebay.com/itm/Dorman-628-040-Universal-Heated-Seat-Element-Pad-Kit-Heater-Power-Warmer/263257688311?epid=191343514&hash=item3d4b6188f7:g: cvgAAOSwk~ZaHGt3&vxp=mtr but you will need to change some wiring and perhaps the switchtoo. This "How to Do" is not for a Mazda but will give you an idea of what is involved http://12v.org/urs/TomMullanesSeatHeaterRepair.pdf Also

Just to say I've got exactly the same problem (2009 Mazda3 mk2). Driver's side (passenger's is fine), back heats up but bit you sit on doesn't. Back working suggests electricity is reaching the seat itself and that it is failing to reach the...er...bum pad. If it's going to cost hundreds to fix then it's not worthwhile for a toastie butt while the back still provides some warmth. If the back fails as well I may replace it.
