The article does say that they positioned the weight "with fingertip care", but that still does not explain the mechanism.
It is as if they are dropping weight across the uphill side of the wheel so that it pulls that side of the wheel down, then falls off again before the weight hits the bottom of the circle.
That's what I don't understand.
