Picture in Picture video recording
I was just wondering if anybody knows if someone makes a device that will let you combine two video inputs into a picture in picture type setup for recording to a single tape..to make something like on WRC where you see out the car in one view and the pedals with the other...anyway, I took a look around on the web and couldn't find anyting, so I thought I'd just ask to see if anyone has seen such a thing before....

Yeah, but then I have to worry about timing it just right so that both of them are in sync with each other as well as having two VCRs or camcorders...I was planning on using a small circuit board cam or pin hole cam to view either the pedals or the dash.

You don't have to worry about timing. Video is edited in two separate tracks. You can line them up however you like. Drop one video on one track, the second video on the second. It's as easy as dragging one or the other up or down the track sync them to your liking.
-edit- I think I understand what you are looking for now. You want to actually record two scenes at the same time and have them overlayed while doing it? That's probably not going to be easy. You could get some of those cheap x10 cameras and do simultaneous recording. Not great quality though. Edit it to your liking after you get the footage.

You are definitely going to have to go digital.
The broadcast companies use digital video mixers to do the effect you want. All their mixing gear sits in a truck trailer and they use wireless cameras in the cars so there is no gear sitting around inside the car.
Your best bet is to use 2 cameras and then edit it later in Premiere.
