OEM means that it is built to the specifications that the manufacturer uses.
For example, in the computer world, you can buy an OEM soundblaster card. It doesn't mean that Creative made the card. Rather, a company has bought the rights to use the technology and can build the card for (often times) cheaper than coming directly from Creative. This is usually accomplished by using cheaper parts or not using implementing certain features that the card made by the manufacturer would use.
So in terms of glass, I would take OEM to mean that the windshields are built to the same specifications as Mazda uses, but does not necessarily have to be the exact same make that Mazda uses.
