kgo, if you're new to the forum, welcome. I live in Chicago too but I'm not too familiar with the shops here. I'm sure someone will chime in with that info though.
I remember seeing in Sport Compact Car that the laws are that you can't have anything in the front. I had my tints done while I was in New York, so I have 20% all around. I would recommend against it, becaused I think it is too dark for most people's preferences. It also tends to attract the cops, although I haven't been pulled over in the 18 months I've had them. If you PM me with your email address, i can send you a picture of my silver Protege with 20% tints.
I am a believer of doing things in moderation, and so I think I would prefer something like 35% all around. Of course that would be illegal, so if you want to stay legal you'll have to do just the back and rear, and I think 35% would still be a good choice. Also, what color is your car? That makes a little bit of difference as to the appearance aspect of it.

still looking for a place to take my car to get tinted...it's starting to get colder and i'm guessing the later i get it done, the longer it will take for the tint to set. if anyone out there has a suggestions on a place to get my windows tinted in the chicagoland area, it'd be greatly appreciated.

I'm not sure if the cold makes such a huge difference (so I won't say), but I do think that it is better to have it done during a period with low humidity -- in other words, no rain or snow.
After you tint your windows there will be some rule for how many days you can't roll down your windows. I suppose this is to ensure that no water gets on the film, and that if there's any friction on the window, it could unseat the film, which hasn't adhered to the window yet. Something to consider if you plan to park in garages or pass through toll booths.
