Day-time running lights and Canada

On the top of page 5-35 of my 2002 protege manual it says "In Canada, vehicles must be driven with the headlights on during daytime operation.".. now I see TONS of cars without their headlights on during the day and have never seen anyone get pulled over for this... so I'm wondering.. does "must" mean "should".. or does this rule only apply to newer cars? or is it only in certain parts of Canada?

Hmmm... good point.

I think what it means is that car manufacturers are required to put daytime running lights on all new cars now. It's not illegal to disable them, but it would be illegal for car manufacturers to not have them from the factory.
